MATCH Act

What it does
- Directs covered agency heads to jointly review and identify all covered semiconductor manufacturing equipment and covered facilities within 60 days of enactment and annually thereafter, then submit findings to Congress.
- Requires covered agency heads to engage diplomatically with allied supplier countries to adopt countrywide controls on covered semiconductor manufacturing equipment and license requirements for exports to covered facilities with a denial policy.
- Mandates covered agency heads to publish regulations within 150 days ensuring U.S. countrywide controls cover all U.S.-origin covered semiconductor manufacturing equipment and all covered facilities in countries of concern are subject to comprehensive U.S. restrictions.
- Establishes that if allied supplier countries fail to adopt aligned controls by day 150, covered agency heads shall issue regulations extending U.S. jurisdiction over and applying countrywide controls to covered semiconductor manufacturing equipment exported from non-compliant countries.
- Permits covered agency heads to jointly grant a one-time waiver extending the 150-day deadline by no more than 90 days if national security justifies delay and allied countries are taking concrete, verifiable steps toward aligned controls.
