What it does

• Entitles Department of Veterans Affairs employees to four administrative weeks of unpaid parental leave during any 12-month period due to birth or adoption/foster care placement of a child.
• Makes the unpaid parental leave entitlement expire at the end of the 12-month period beginning on the date of birth or placement.
• Establishes that the supplemental unpaid parental leave is in addition to existing leave entitlements under federal law.
