DPA Modernization Act of 2026

- Reauthorizes and modernizes the Defense Production Act of 1950, creating a Defense Production Act Committee and Fund manager to oversee industrial mobilization.

- Limits use of DPA powers to control civilian market distribution to 1 year, with presidential extensions up to 180 days upon congressional reporting.
- Increases monetary thresholds for civil penalties from $10,000 to $100,000 and raises maximum loan guarantee commitments from $50 million to $100 million per project.
- Establishes a new Title IV creating a prohibition and notification regime for investments in covered national security transactions.
