VA Fiscal Management Modernization Act

What it does
- Designates the Assistant Secretary for Management as the Chief Financial Officer of the Department of Veterans Affairs with expanded budgetary and financial authority.
- Establishes two Deputy Assistant Secretary positions within the Office of Management: one for Financial Strategy and Budget, and one for Financial Operations and Internal Controls (requiring the latter be a career Senior Executive Service appointee).
- Creates a Legislative and Congressional Budget Information Office within the Office of Management with a maximum of 15 full-time equivalent employees to provide Congress with certified financial and budget information.
- Requires employees serving as chief financial officers of VA Administrations and Veterans Integrated Service Networks to report exclusively to the Chief Financial Officer and prohibits them from performing programmatic or operational functions.
- Prohibits the Secretary from establishing duplicate positions outside the Legislative and Congressional Budget Information Office that perform substantially similar congressional budget reporting functions.
