Humanitarian Theft Enforcement Act

What it does
- Establishes that the Secretary of State may determine foreign persons or entities liable to the United States for the value of diverted or destroyed U.S. humanitarian assistance.
- Directs the Secretary of State to take appropriate steps to recover the value of assistance determined to have been diverted or destroyed by foreign persons or entities.
- Allows the Secretary of State to credit recovered funds to a Department of State account and remain available until expended, or transfer such funds to other federal agencies if applicable.
- Permits the Secretary of State to waive any liability if determined to be in the national interest.
