Transparency in Foreign Assistance Act

What it does
- Directs the Secretary of State to establish a one-year pilot program requiring the Assistant Secretary for African Affairs and the Coordinator for Counterterrorism to notify congressional committees of additional information for foreign assistance programs funded with new appropriations.
- Requires notifications to include the program name, implementing countries, funding mechanism, total new and lifetime funding amounts, period of performance, implementing entity details, program objectives, key activities, mission chief consultations, and fund spend-rate analysis.
- Defines appropriate congressional committees as the House and Senate Foreign Affairs, Foreign Relations, and Appropriations Committees.
