What it does
- Requires the Secretary of State to assess hybrid warfare threats to United States interests and engage diplomatically with foreign governments to counter such activities.
- Designates a senior State Department official as Coordinator for Hybrid Warfare Accountability, reporting to the Under Secretary for Political Affairs, within 30 days of enactment.
- Directs the Coordinator to assess hybrid threats, identify analytical gaps, coordinate with NATO and allied partners, and support resilience efforts in critical infrastructure and strategic sectors.
- Requires the Coordinator to submit a report within 180 days identifying Chinese entities materially supporting Russia's defense industrial base and recommending sanctions or export controls.
