• Declares it U.S. policy not to recognize claims of sovereignty of South Ossetia or Abkhazia within the Republic of Georgia.
• Prohibits any federal department or agency from taking action or extending assistance that implies recognition of South Ossetia or Abkhazia as sovereign entities.
