Foster Youth Postsecondary Education Access and Success Act

What it does
- Increases the maximum education and training voucher amount for foster youth from $5,000 to $12,000 under section 477(i)(4)(B) of the Social Security Act.
- Allows States to establish a grace period permitting foster youth to continue participating in education or training programs after assessment and consultation if reasonable circumstances warrant, under section 477(i)(3).
- Requires States to make reasonable efforts to ensure eligible youth are aware of education and training voucher benefits, including by coordinating with programs under section 477(h)(1).
- Mandates the development of a simplified, user-tested, and standard application form with standard terminology for foster youth to apply for vouchers, made easily accessible and available electronically.
- Directs the Secretary of Health and Human Services, in consultation with youth who experienced foster care, to develop and issue model guidance to States for implementing the amended grace-period provisions.
