SAFE VISITS Act

What it does
- Requires the Secretary of Homeland Security to submit threat analyses to Congress and guidance to state and local governments within 180 days and annually thereafter regarding foreign national visits that may pose terrorism risks.
- Directs the Secretary to include in threat analyses descriptions of high-risk state and local government targets, trends in foreign national visits based on fusion center vetting requests, and mitigation actions.
- Requires the Secretary to conduct outreach, provide vetting assistance, and offer tailored guidance when identifying a state or local official or facility as a high-risk target of a visiting foreign national.
- Directs the Secretary to request post-visit debriefings from state and local governments within 30 days after a flagged foreign national visit to maintain awareness of access attempts and techniques.
- Authorizes the Secretary to coordinate research and development with the Department of Homeland Security's Under Secretary for Science and Technology to enhance information sharing for section 210H implementation.
