STEADFAST Act

What it does
- Establishes the Election Security Program under the Election Assistance Commission to make payments to States for updating voting systems to meet security standards.
- Requires States to submit applications certifying they do not permit noncitizens to vote and to report on fund use to receive eligible for payments.
- Authorizes States to use grant funds for acquiring voting equipment, cybersecurity efforts, physical security for voting equipment storage, modernizing voting systems, purchasing paper ballots, and securing electronic poll books.
- Prohibits States from using grant funds for election administrator training costs (except equipment operation training) or litigation-related expenses.
- Prioritizes payments to States that use paper ballots, implement noncitizen verification procedures, and require photo identification at polling places.
