Motor Vehicle Modernization Act of 2026

What it does
- Requires the National Highway Traffic Safety Administration (NHTSA) to develop and update every two years a comprehensive motor vehicle safety rulemaking and research priority plan covering a 36-month period.
- Establishes an Office of the New Car Assessment Program (NCAP) within NHTSA, led by an Associate Administrator with motor vehicle safety expertise, to administer NCAP and engage stakeholders.
- Requires the NHTSA Administrator to submit the priority plan to Congress and publish it on the NHTSA website, and to file a written report within 30 days if the deadline is missed.
- Amends section 32310 of title 49 to modify the New Car Assessment Program roadmap frequency from 4 years to 3 years.
