IRAN Act
What it does
- Designates the Secretary of State as the Federal official with primary responsibility for promoting internet freedom in Iran and coordinating all related Federal efforts.
- Requires the Secretary of State to review and update the comprehensive strategy on internet freedom in Iran within 120 days of enactment, in consultation with the Secretaries of Treasury and Commerce.
- Requires the FCC, as a condition of new satellite or Direct-to-Cell licenses, to prohibit licensees from intentionally disabling, degrading, or geo-blocking coverage over Iran except when required by law or to mitigate imminent network-security threats.
- Directs the Secretary of State to establish cybersecurity training and digital-safety tools programs for journalists, human-rights defenders, and civil-society actors in Iran within 180 days of enactment.
- Authorizes $15,000,000 for each of fiscal years 2027 and 2028 to the Secretary of State to carry out the cybersecurity training and digital-safety tools programs.
