Safety is Not For Sale Act

What it does
- Prohibits manufacturers from bundling optional safety features with non-safety features; requires offering safety features separately or as standard equipment with separate transparent cost disclosure, effective 180 days after enactment.
- Treats violations as unfair or deceptive acts under Federal Trade Commission Act, enforceable by the FTC with same jurisdiction and remedies as FTC Act violations.
- Allows state attorneys general to bring civil actions for violations on behalf of residents, with right to recover costs and attorney fees, subject to 60-day notice to FTC and FTC intervention rights.
- Defines optional safety features to include driver monitoring systems, collision alerts, lane-keeping systems, fatigue/impairment detection, roadway illumination, and view-enhancement, with FTC and Secretary of Transportation authority to designate additional safety functions.
