Whale CHARTS Act of 2026

What it does
- Establishes a mapping, surveying, monitoring, and mitigation program for migratory whales and other large cetaceans under the jurisdiction of the National Oceanic and Atmospheric Administration.
- Directs the Under Secretary to produce high-accuracy distribution maps and predictive distribution maps of migratory whale stocks, populations, or species, including identification of calving grounds, mating grounds, feeding grounds, and migration routes.
- Requires the Under Secretary to develop and deploy novel data sources such as passive acoustic monitoring, satellite imagery, drone surveillance, and on-water sensors to detect and track migratory whales and fill knowledge gaps.
- Mandates distribution maps be made available through electronic and machine-readable formats compatible with vessel navigation systems, online platforms, and Coast Guard carriage requirements for commercial and recreational vessels.
