AI OVERWATCH Act

What it does
- Requires the Under Secretary of Commerce for Industry and Security to issue individual licenses for export, reexport, or in-country transfer of certain high-performance integrated circuits to entities in China, Cuba, Iran, North Korea, Russia, and Venezuela.
- Prohibits issuance of general licenses for covered integrated circuits destined for countries of concern.
- Requires the Under Secretary to submit license applications to Congress at least 30 days before approval, including certifications that exports will not harm U.S. AI leadership or supply sufficiency for U.S. persons.
