What it does
- Establishes the Office of Acquisition within VA, headed by an Assistant Secretary designated as Chief Acquisition Officer, with major acquisition program offices reporting directly to this office.
- Defines a major acquisition program as one with estimated total life-cycle cost exceeding $1,000,000,000 or annual cost exceeding $200,000,000, both adjusted per 41 U.S.C. 1908.
- Requires the Assistant Secretary for Acquisition to appoint no fewer than four Program Executive Officers overseeing medical, information technology, professional services, and other major acquisition programs, each requiring project management certification at level three.
- Mandates appointment of a certified project manager for each major acquisition program within 30 days of Secretary approval, responsible for developing a program baseline including acquisition phases, advancement requirements, and cost and schedule estimates.
- Establishes a Deputy Assistant Secretary for Logistics reporting to the Assistant Secretary for Acquisition, responsible for logistics and supply chain operations, and a Deputy Assistant Secretary for Procurement responsible for all procurement and contracting organizations.
