VISN Reform Act of 2025

What it does
- Organizes the Veterans Health Administration into eight geographically defined Veterans Integrated Service Networks with each Director appointed by the President with Senate confirmation.
- Limits each VISN headquarters office to no more than 50 full-time employees, of which no more than 10 may be contractors, with Secretary authority to issue one-year waivers for essential operations.
- Requires the Secretary to submit within 180 days a comprehensive workforce reorganization plan for each VISN headquarters to achieve compliance with the 50-employee cap by three years after enactment.
- Directs the Secretary to ensure VISN headquarters colocation with a Department medical center and to submit annual reports to Congress on employment levels, titles, and budget effects at each headquarters.
- Requires VISN Directors to report directly to the Secretary and all Veterans Health Administration employees within a VISN to report directly to the Director with enforcement authority over Department policies and standards.
