Lower Health Care Premiums for All Americans Act

What it does
- Amends ERISA to permit groups or associations of employers to establish and maintain group health plans regardless of whether the employers are in the same industry or trade.
- Requires association health plans to have existed for at least 2 years, maintain a formal governing board with 75 percent employer-member control, and cover at least 51 employees.
- Permits association health plans to set premium rates using modified community rating and actuarial adjustment based on each employer member's risk profile.
- Prohibits association health plans from conditioning membership on health status factors or discriminating in eligibility, premiums, or coverage based on health status or pre-existing conditions.
