• Requires the Board of Veterans' Appeals to identify in its annual report factors contributing to untimely disposition of cases pending before the Board under the new appeals system, with the number and percentage of cases affected by each factor.
• Requires the Board of Veterans' Appeals to identify in its annual report factors contributing to remand of cases under both the new and legacy appeals systems, with the number and percentage of cases affected by each factor.
