VAMOSA Act of 2025

What it does

Directs the Secretary of Veterans Affairs to establish and implement a comprehensive department-wide software asset management policy coordinated by the Chief Information Officer.
Requires the policy to maintain a comprehensive inventory of software assets, assess interoperability and license restrictions, and identify waste, fraud, and abuse through regular comparison against purchase and billing records.
Mandates annual training for all employees responsible for acquiring, managing, or implementing software assets on contract negotiation, software acquisition types, and licensing cost models.
Requires the Secretary to include in annual congressional reports a description of policy updates and an estimate of cost savings realized from implementation.
Terminates the requirements and authorities of this section five years after enactment.
