Biological Intellectual Property Protection Act of 2025

What it does
- Requires the Secretary of Commerce to establish a license requirement for the export, reexport, or in-country transfer to foreign entities of concern of digital sequences of synthetic DNA or RNA within one year of enactment.
- Defines a digital sequence as a binary file or other digital representation containing symbols representing the identity, order, and any chemical modification for each position in a DNA or RNA molecule.
- Defines a foreign entity of concern to include government entities of foreign countries of concern, foreign persons subject to the jurisdiction of such countries, and foreign persons owned, directed, or controlled by such entities.
- Exempts from the license requirement information that falls under section 734.3(b) of the Export Administration Regulations.
