VA Research Reform Act of 2025

What it does
- Establishes a centralized VA Centralized Research Data System to collect and manage information on all research activities of the Department, including biomedical, clinical, mental health, and health services research.
- Directs the Secretary to ensure the data system tracks research progress, outcomes, and compliance approvals; allows authorized VA personnel to identify duplication and research translation opportunities; and integrates with the VA electronic health record system.
- Requires the Secretary to prescribe regulations within 180 days to implement policies for data submission by investigators and protocols for maintaining accuracy and security of the system.
- Requires the Secretary to develop a tiered review system for research proposals based on risk to subjects and expected research significance, with expedited review for minimal-risk projects and full review for higher-risk or broad-impact research.
- Establishes standardized Department-wide timelines for each tier of research review and grants the Under Secretary for Health authority to intervene if proposals are not approved, conditionally approved, or disapproved within applicable timelines.
