Merger Agreement Approvals Clarity and Predictability Act

What it does
- Directs the Comptroller General to study the use of commitments and conditions by Federal depository institution regulatory agencies (Federal Reserve, OCC, FDIC, NCUA) in reviewing insured depository institution merger applications within one year of enactment.
- Requires the study to evaluate whether commitments and conditions used in merger reviews align with statutory requirements and whether they have been influenced by extrastatutory considerations.
- Requires the study to assess the impact of merger review procedures and approved mergers on safety and soundness, financial stability, competition, and the availability of financial products and services.
- Directs the Comptroller General to issue findings and determinations to Congress no later than one year after enactment.
