Enhancing Bank Resolution Participation Act

What it does
- Requires the Comptroller of the Currency, Federal Deposit Insurance Corporation, and Board of Governors of the Federal Reserve System to jointly study the use of shelf charters and modified bidder qualification processes since January 1, 2008.
- Directs the study to examine whether shelf charters and modified bidder qualification processes could have expanded participant pools, increased competition, protected the Deposit Insurance Fund, or reduced emergency Treasury interventions in 2023 bank receiverships.
- Requires the three agencies to jointly submit a report to the House Committee on Financial Services and Senate Committee on Banking, Housing, and Urban Affairs within 1 year identifying statutory or regulatory barriers and recommending legislative and regulatory changes.
