China AI Power Report Act

What it does
- Requires the Secretary of Commerce to submit annual reports for 3 years on China's advanced artificial intelligence capabilities, including supply chain efforts, to the House Committee on Foreign Affairs and Senate Committee on Banking, Housing, and Urban Affairs.
- Directs each report to assess integrated circuits designed or optimized for AI training or inference by Chinese chip designers including Huawei and Cambricon, covering processing power, memory, efficiency, production volumes, and global distribution.
- Directs each report to assess leading Chinese semiconductor fabrication facilities producing logic and memory chips for advanced AI, including production capacity, yield rates, equipment origins, and collaborations with non-Chinese firms.
- Directs each report to assess Chinese semiconductor manufacturing equipment companies, including production volumes, technical specifications, and equipment classes used in foundries.
