Withhold Member Pay During Shutdowns Act

What it does
- Withholds from each Member of Congress one day's pay for each 24-hour period during which a government shutdown occurs in any Federal agency or department.
- Directs the payroll administrator of each House to deposit withheld pay into an escrow account for members during shutdowns before November 2026, then release all escrowed funds on the pay-reduction effective date.
- Applies pay reduction to each member serving in the House, Senate, or as an officer of Congress only for shutdowns occurring after the November 2026 general election.
