Unfunded Mandates Accountability and Transparency Act of 2025

What it does
- Amends the Unfunded Mandates Reform Act of 1995 to define 'major rule' as a rule expected to have an annual economic effect of $100 million or more (adjusted every 5 years for inflation) or cause major increases in costs, competition impacts, or employment effects.
- Requires agencies to prepare and publish initial regulatory impact analyses accompanying proposed major rules and final analyses accompanying final major rules in the Federal Register, both open to public comment.
- Mandates regulatory impact analyses include quantified benefits and costs, reasonable regulatory alternatives using incentives or market-based means, assessment of costs to state and local governments, and estimates of disproportionate regional or sectoral effects.
- Requires agencies to consult with state, local, tribal governments and affected private-sector parties (including small businesses) early in the rulemaking process, continue through final rule stage, and document consultation efforts and concerns in the analysis.
- Allows agencies to combine required analyses with other statements or analyses if the combined document satisfies the requirements of subsections (b) and (c).
