Efficient Nuclear Licensing Hearings Act

What it does
- Amends Section 189(a) of the Atomic Energy Act to allow the NRC to issue construction permits, operating licenses, and amendments without a hearing if no person requests one, instead requiring only 30 days' Federal Register notice.
- Directs the NRC to use informal adjudicatory procedures for any hearing held on nuclear facility applications, replacing formal procedures.
- Amends Section 193(b) of the Atomic Energy Act to make uranium enrichment facility hearings contingent on a person with affected interest requesting a hearing, rather than mandatory.
- Applies the amendments to all applications and proceedings pending before the Nuclear Regulatory Commission on or after the bill's enactment date.
