Baltic Security Assessment Act of 2025

What it does
- Directs the Secretary of State, in coordination with the Secretary of Defense, to submit a report to Congress within 180 days of enactment assessing emerging military, cyber, hybrid, and political threats to Estonia, Latvia, and Lithuania.
- Requires the report to address the roles of Russia, Belarus, China, Iran, and other malign actors in advancing threats to the Baltic countries.
- Directs the report to evaluate current United States and NATO force posture in the region and opportunities to enhance bilateral and multilateral defense cooperation with the Baltic countries.
- Requires the report to include recommendations for strengthening deterrence posture, cybersecurity infrastructure, and democratic resilience of the Baltic countries.
- Mandates the report be submitted in unclassified form with the option to include a classified annex.
