SAFE Guidance Act

What it does
- Requires each financial agency to include a mandatory clarity statement on all guidance issued after enactment, displayed prominently on the first page.
- Mandates the clarity statement declare that guidance does not have the force and effect of law, does not establish rights or obligations, and is not binding on the agency or public.
- Specifies that noncompliance with guidance does not conclusively establish a violation of applicable law.
- Applies the requirement to nine financial agencies: CFPB, HUD, Treasury, FDIC, FHFA, Federal Reserve Board, NCUA, OCC, and SEC.
