End the Cyprus Embargo Act

What it does
- Directs the Secretary of State to cease applying a blanket denial policy for exports, re-exports, or transfers of defense articles and defense services to the Republic of Cyprus when requested by or for the benefit of the Cyprus government, effective upon enactment.
- Preserves the authority to deny defense exports to Cyprus on credible human rights grounds notwithstanding the general exemption.
- Allows the President to waive the Cyprus defense-export exemption for one fiscal year if essential to U.S. national security interests.
- Permits the President to terminate the exemption in five-year intervals beginning five years after enactment if Cyprus ceases cooperation on anti-money laundering reforms or begins permitting Russian military vessel refueling.
