YALI Act of 2025

What it does
- Establishes the Young African Leaders Initiative (YALI) under the Secretary of State to build capacity of young leaders in sub-Saharan Africa in business, civic engagement, and public administration.
- Directs the Secretary of State to oversee participation of young African fellows (ages 25-35) in the Mandela Washington Fellowship and establish eligibility and selection criteria.
- Requires the Administrator of USAID to establish not fewer than 4 regional leadership centers in sub-Saharan Africa offering in-person and online training on business, entrepreneurship, civic leadership, and public management to young leaders aged 18-35.
- Directs the Secretary of State and relevant federal agencies to oversee U.S.-based activities including a 6-week Leadership Institute at U.S. educational institutions and an annual Mandela Washington Fellowship Summit for fellows.
- Requires the Secretary of State to submit an implementation plan within 180 days detailing program goals, targets, outcomes, and related details to appropriate congressional committees.
