What it does
- Extends the timeline for EPA review of national ambient air quality standards from five-year to ten-year intervals.
- Permits the EPA to consider likely attainability of air quality standards as a secondary factor when establishing or revising national primary ambient air quality standards.
- Requires the EPA to give States at least one year to correct deficiencies in air quality plans before the EPA promulgates a federal implementation plan, and allows up to three years for EPA promulgation if the State submits a corrected plan.
- Exempts extreme ozone nonattainment areas from contingency measure requirements under the Clean Air Act.
- Adds economic feasibility as a consideration alongside technological achievability in determining emissions reductions for ozone and particulate matter nonattainment areas.
