Recycling and Composting Accountability Act

What it does
- Directs the EPA Administrator to request information from states, local governments, and Indian tribes to prepare a report on composting infrastructure, programs, and barriers to implementation, due within 2 years of enactment.
- Requires the EPA to prepare an inventory of materials recovery facilities in the United States every 4 years, starting within 3 years of enactment, including the types of materials each facility can process.
- Directs the EPA to collaborate with states, local governments, and Indian tribes to estimate the number and types of recycling and composting programs, materials accepted, access rates, contamination rates, and costs of such programs.
