Apples to Apples Comparison Act of 2025

What it does
- Requires the Secretary of Health and Human Services to publish Medicare expenditure data on the Centers for Medicare and Medicaid Services website in machine-readable format, beginning in 2025, broken down by county and Metropolitan Statistical Area.
- Mandates publication of total and average Medicare expenditures within 30 days after the end of each year, beginning in 2025, for 19 categories of beneficiaries based on enrollment in parts A, B, C, and D.
- Directs the Medicare Payment Advisory Commission to include, beginning in 2026, a retrospective analysis of average expenditures for Medicare Advantage enrollees compared to fee-for-service eligible beneficiaries who are not enrolled in Medicare Advantage plans.
