Veterans Claims Quality Improvement Act of 2025

What it does
- Requires the Secretary of Veterans Affairs to develop policies and procedures ensuring Veterans Benefits Administration employees are notified of avoidable deferrals of claims within one year of enactment.
- Directs the Secretary to conduct a study within one year identifying issues for which Office of General Counsel opinions would improve consistency in veterans claims decisions and inconsistent OGC opinions on substantially similar legal questions.
- Amends title 38 to require the Board of Veterans' Appeals to establish a quality assurance program measuring decision quality, tracking errors, and identifying trends in remands and vacatures by the Court of Appeals for Veterans Claims.
- Requires the Secretary to develop a training program for Board Members and covered employees on timely and correct adjudication of appeals, with annual effectiveness assessments using best practices such as the Kirkpatrick evaluation model.
- Mandates annual reports to Congress on the Board's quality assurance program and training program, including identification of process elements leading to errors and common reasons for remands.
