FISH Act of 2025

What it does
- Establishes an IUU vessel list maintained by NOAA, in coordination with State Department, U.S. Customs and Border Protection, and Department of Labor, identifying foreign vessels and beneficial owners engaged in illegal, unreported, or unregulated fishing globally.
- Directs NOAA to include on the IUU vessel list foreign vessels meeting criteria including those listed by international fishery management organizations, exceeding catch limits, conducting IUU fishing with forced labor involvement, or providing services to listed vessels.
- Requires NOAA to notify beneficial owners of foreign vessels before adding them to the IUU vessel list and to consider information provided within 90 days of notification.
- Mandates NOAA to publish procedures for adding and removing foreign vessels from the IUU vessel list.
