- Requires the methodology to minimize processing time, use a portable field kit that one individual can carry, and be usable on prepared seafood including ceviche, sashimi, sushi, and poke.
- Mandates pilot studies on red snapper and tuna species as examples of stationary and highly migratory stocks during methodology development.
- Requires the Under Secretary to submit a report to Congress within 2 years detailing the methodology, an operationalization plan, and any determinations regarding impracticality or alternative approaches.
