What it does

• Direct the Secretary of Transportation to issue regulations within 120 days that amend the definition of motorcycle in title 49, Code of Federal Regulations, section 571.3.
• Define motorcycle as a motor vehicle with a seat or saddle requiring astride riding, not more than three wheels in ground contact, handlebar steering, and handlebar and foot-controlled acceleration and braking, capable of exceeding 30 mph.
