What it does
- Requires the Federal Financial Institutions Examination Council to recommend amendments to the CAMELS rating system to establish clear, objective criteria for assessing each component.
- Directs the Council to revise CAMELS factors to derive composite ratings that more accurately reflect financial institutions' financial condition and risk profile.
- Requires the Council to either eliminate or limit the management component of CAMELS to objective measures of governance and controls.
- Mandates that Federal financial institutions regulatory agencies jointly issue rules implementing the Council's recommendations within 12 months and provide a public comment period of at least 90 days.
- Amends the Bank Holding Company Act to strike references to the "S" (Sensitivity to market risk) component in the definition of "well managed" for bank holding companies.
