Protecting Small Business Competitions Act of 2026

What it does

• Amends Section 15(j) of the Small Business Act to codify the Rule of Two, requiring contracting officers to reserve covered contracts valued above the simplified acquisition threshold for small business concerns when two or more responsible offers are expected and fair market pricing is achievable.
• Excludes delivery orders and task orders from the definition of covered contracts subject to Rule of Two reservations.
