Special District Fairness and Accessibility Act

What it does

• Directs the Director of the Office of Management and Budget to issue guidance within 180 days clarifying how agencies recognize special districts as units of local government eligible to receive Federal financial assistance.
• Requires each agency head to implement OMB guidance and conform their policies and procedures to recognize special districts for Federal financial assistance within 1 year of guidance issuance.
• Requires the Director to submit a report to the House Oversight Committee and Senate Homeland Security Committee within 2 years evaluating agency implementation of and conformity to the special districts guidance.
