No Paydays for Hostage-Takers Act

What it does
- Requires the President to submit a report within 90 days and every 180 days thereafter for 6 years on $6 billion in Iranian funds transferred to Qatar since August 9, 2023, including itemized transaction details and certifications on humanitarian use.
- Directs the President to review hostage-taking and wrongful detention cases involving U.S. nationals by Iran over the preceding 10 years within 180 days and annually thereafter for 6 years, and determine whether foreign persons are responsible or complicit.
- Requires the President to submit annual reports within 180 days identifying foreign persons involved in Iranian hostage-taking or wrongful detention and whether sanctions under the Robert Levinson Act have been or will be imposed within 30 days, with justifications for any waivers.
- Amends the Foreign Relations Authorization Act to add persons sanctioned under Executive Order 13224 (terrorism) or Executive Order 13382 (weapons proliferation) to the basis for denying visas to Iranian diplomats and their family members seeking entry to the United States for U.N. activities.
