CORE Act of 2025

What it does
- Directs the Secretaries of Energy, Interior, and State to jointly submit a report within 18 months assessing transboundary hydrocarbon reservoirs, maritime boundary treaties, and potential joint exploration with neighboring countries including Canada, Mexico, Cuba, and Russia.
- Requires the report to analyze legal frameworks for equitable exploration and production of transboundary hydrocarbons, examine unresolved US-Canada maritime boundaries, and recommend mechanisms for resolving disputes including involvement of the International Court of Justice.
- Amends Section 357 of the Energy Policy Act of 2005 to require the Secretary of Energy to conduct an inventory and analysis of undiscovered offshore resources not less frequently than once every 5 years, in consultation with other relevant Federal agencies.
- Requires updated inventory to assess undiscovered resources in Atlantic, Pacific, Alaska, and Gulf of America regions and offshore US territories, including analysis of global competitiveness, employment impacts across the supply chain, and effects of land withdrawals on oil and gas exploration and national security.
