Countering Transnational Repression Act of 2025

What it does
- Establishes a Transnational Repression Working Group within the Department of Homeland Security to analyze and monitor transnational repression and terrorism threats.
- Requires the Director of Homeland Security Investigations to appoint a Director of the Working Group and ensure adequate staffing with at least one privacy compliance officer.
- Directs the Working Group to share information on transnational repression threats with Federal, State, local, Tribal, territorial partners and fusion centers.
- Requires annual assessments submitted to Congress within 180 days of enactment and annually for seven years detailing incidents, attempted incidents, and quantitative analysis of transnational repression activities.
- Directs the Secretary to conduct research and development on technologies and techniques to support countering transnational repression within one year of enactment.
