Houthi Human Rights Accountability Act

What it does
- Directs the Secretary of State, in consultation with USAID, to report within 180 days on Houthi efforts to indoctrinate Yemenis into a violent, anti-Semitic, or extremist worldview and the long-term threat to regional stability.
- Directs the Secretary of State, in consultation with USAID, to report within 180 days on obstacles to humanitarian aid delivery in Houthi-controlled areas of Yemen, including Houthi-enforced rules, interference with aid, and violence against humanitarian workers.
- Directs the Secretary of State to report within 180 days on human rights abuses committed by the Houthis, including mahram regulations, child soldier recruitment, enforced disappearance, arbitrary detention, torture, and unlawful killing, covering the period from March 1, 2015 onward.
- Directs the Secretary of State, in consultation with the Secretary of the Treasury, to submit a determination within 180 days and annually thereafter on whether Houthi members meet criteria for sanctions under the Global Magnitsky Human Rights and Accountability Act.
- Directs the Secretary of State, in consultation with the Secretary of the Treasury, to submit a determination within 180 days and annually thereafter on whether Houthi members meet criteria for sanctions under the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act.
