Empowering Moms Act

What it does
- Amends section 511 of the Social Security Act to direct the Secretary of Health and Human Services to update the moms.gov website within one year to include a searchable clearinghouse of resources for pregnant, postpartum, and parenting women.
- Requires the website to enable users to generate resource lists by ZIP code and distance (within 1, 5, 10, 50, and 100 miles) and to assess user needs with optional consent for follow-up contact.
- Directs the Secretary to establish a grant program providing funds to States to aggregate relevant resources according to criteria developed by the Secretary, which may be coordinated by public or private entities.
- Prohibits the website and Secretary-promoted resources from including any 501(c)(3) essential community provider that primarily provides family planning and performs abortions except in cases of rape, incest, or physical danger to the mother.
- Requires the Secretary to submit a report to Congress within 180 days of the website update detailing website traffic, user feedback, resource gaps, and certification that no prohibited entities are listed or received grants.
