Strengthening Oversight in Public Buildings Act

What it does

Amends section 2302 of the Thomas R. Carper Water Resources Development Act of 2024 to require the Director and Administrator to provide all data and reports to the Comptroller General of the United States.
Directs the Director of General Services to submit to Congress and the Comptroller General, not later than 1 year after enactment, a list of all federal agencies with independent leasing authorities to procure office space.
Directs the Director of General Services to ensure all agencies with independent leasing authorities are notified of and comply with applicable requirements.
Permits the Administrator of General Services to retain a federal building as swing space to facilitate the sale or major renovation of other federal buildings if the cost does not exceed savings realized and if annual plans are submitted to Congress.
Extends the Public Buildings Reform Board authorization from December 31, 2026 to December 31, 2028 and requires the Director of OMB and Administrator to provide all utilization data to the Board.
