Consumer Financial Protection Accountability and Reform Act of 2026
Sponsor: Andy Barr (R-KY)
What it does
- Amends the Consumer Financial Protection Act to subject the Bureau to the regular congressional appropriations process instead of self-funding, requiring annual budget requests and appropriations.
- Directs the Bureau to transfer excess amounts remaining in the Civil Penalty Fund after payment to direct victims to the general fund of the Treasury.
- Requires the Bureau to publish detailed cost-benefit analyses with proposed rules, including identification of statutory authority, examination of market alternatives, quantitative and qualitative cost-benefit assessments, and distribution of regulatory burden.
- Establishes asset thresholds for Bureau supervision of banks, savings associations, and credit unions, and permits covered institutions to elect supervision by their primary regulator instead.
